NOTICE of RACE
2013 Kitesurf Tour Europe
An International Kiteboarding Class Association sanctioned tour
1 EVENT
1.1 The 2013 Kitesurf Tour Europe will include the following events:

1.1.5 Every Event includes the following Disciplines, Divisions and Grades:
Course Racing (Men and Women) Note: Course Racing will be preferably done as Short Track
Freestyle (Men and Women)
1.2 Every Event gives points for the KTE discipline rankings as follows:
100 points for the winner of each discipline and division
Points for the IKA world ranking as outlined on the IKA website.

2 ORGANISER
2.1 The event will be organised by Brand Guides Markenberatung for and on behalf of, and under specified conditions laid down by, the International Kiteboarding Class Association (IKA).

4 RULES
4.1 This is an IKA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing (RRS), including Appendix F
4.1.2 For medal race series and heats of Short Track Racing, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website, will apply and changes a number of racing rules. The version that is current when the regatta begins will appear in full in the sailing instructions.
4.1.3 The IKA Class Rules

4.1.5 No National Authority prescriptions will apply.
4.1.6 This Notice of Race (NoR) and the Sailing Instructions (SI). The SI will change a number of racing rules including the penalty system and the ability to request redress.
4.1.7 The IKA Point System
4.1.8 The IKA Code of Conduct
4.2 If there is a conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s shall take precedence.
4.3 If there is a conflict between
languages, the English text will take precedence.
5 ELIGIBILITY & ENTRY
5.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
5.2 All entries for freestyle must be either citizens of an European country or in possession of permanent residence in an European Country.
5.3 Competitors shall be members of a
National Kiteboarding Class Association and their current year membership fees shall have been fully paid. National Associations shall be paid up members of the IKA.
If there is no paid up national association in affiliation to the IKA in the competitors home country, competitors shall become individual members of the IKA
5.4 Individual Membership formalities can be completed on site for competitors without paid up national class associations. The individual membership fee is 25 Euro
5.5 Entry numbers are limited as

48 competitors for freestyle
48 competitors for racing
5.6 The following qualifying procedures or
systems apply:
for freestyle:
1-16: KTE 2012 ranking for first event, then current ranking one month before each event
17-32: IKA world ranking as of the date of the registration deadline for each event
33-40: Local organizer and KTE wildcards (4 each)
Places not claimed by ranked riders become freely available for newcomers
for course racing:
The top 8 of the current KTE ranking have automatic entry. Remaining places solely by world ranking position.
8 places are reserved as Wildcards for the local organizer and KTE (4 each).

Wildcards:
The Wildcard applicant must register through the normal registration process via KTE website in addition to send an E-Mail to info@kitesurftour.eu with a short note that the Rider would like to
apply for a Wildcard. He/She will be informed about their wildcard in case the above quota is exceeded.
5.7 Competitors shall provide the following documentation prior to completing registration formalities on site:
- · Original Entry Form
- · Proof of Entry Fee payment
- · Evidence of nationality or permanent residence
- · Evidence of national membership
- · Evidence of valid third party insurance – minimum 1 million Euro
- · Proof of age
- · Parental/legal Guardian Assent - for those under age of 18
- · Medical Treatment Permission - for those under age of 18 or on their parents medical insurance policy
5.8 Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
- · Original Coach Entry Form
- · Proof of Coach Entry Fee payment
- · Boat Driving Licence (if applicable)
- · Evidence of valid third party insurance for drivers of coach boats – minimum 5 million Euro
- · Proof of ICA membership

6 FEES
6.1 The Entry Fee is as follows: 75 Euro first discipline, 30 Euro second discipline
6.2 Riders need to register via www.kitesurftour.eu prior to each event.
6.3 Qualified riders will be notified thereafter about their starting eligibility.
6.4 Entry fees are to be paid until 14 days before the event start latest.
6.5 Starting places not taken by qualified riders will be given to the waiting list.
6.6 Late registrations will occur a 10 Euro late fee.
6.7 The Coach Entry Fee for ICA members is 40 Euro, and 50 Euro for non-ICA coaches and other team personnel.

6.9 Entries made on site shall be made in
cash only.
7 SCHEDULE
The provisional event schedule will be published on the KTE website in due time before each event.
In general, Skippersmeeting is scheduled for 10:00 hours on the first competition day and prize giving at 16:00 hours on
the last competition day.

8 ADVERTISING
8.1 ISAF Regulation 20 - Advertising Code- shall apply.
8.2 Competitors may be required to carry advertising for event sponsors – both on their kiteboards, and on a lycra vest if supplied by the organiser.
9 EQUIPMENT & EQUIPMENT INSPECTION
9.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules.
9.2 Competitors shall bring their own equipment.
9.3 Competitors shall ensure that a completed “Equipment Registration Form” is returned to the Race Office during the official registration time. Exceptions may only be granted by the Race Committee.
9.4 A board or equipment may be inspected at any time for compliance with the class rules and sailing instructions.
9.5 Substitution of damaged or lost
equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be made to the Race Committee at the first reasonable opportunity.
10 IDENTIFICATION
Every competitor is required to wear the official event lycra with his personal identification number whenever competing
Freestyle riders may be required to wear the official event lycra only during the heats they are participating in.
11 BUOYANCY
11.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a jacket harness or vest with a minimum buoyancy of 4kg un-inflated in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg, which shall remain supported for a minimum of 5 minutes.
11.2 Personal buoyancy and helmet is mandatory for all competitors under 17 years of age.
12 OFFICIAL NOTICE BOARD
12.1 The location of the official notice board will be announced during registration hours on site.
13 SAILING INSTRUCTIONS
13.1 The event SIs' will be available at first skippers meeting latest, the Event Programme scheduling social events will be published on the official notice board
13.2 Alterations to the SIs shall be approved by the Class
Representative.
14 COURSES
14.1 Courses will be as per IKA championship rules. Both fleet racing courses and short track courses may be used. One short track elimination series counts as one race

15 SCORING
15.1 For each individual event, the low point system of Appendix A shall apply.
15.2 For the KTE tour ranking, the high point system is used. The winner of an event receives 100 points and all others are scored accordingly.
15.3 In case there is no result for a discipline at an event, or an event in total, points for the KTE ranking will be granted as average of each competitors results of the other events, after discards.
15.4 Discards will be given as follows:
1-3 events - 0 discards
4-6 events - 1 discard
7-9 events - 2 discards
16 PENALTY SYSTEM
16.1 The Sailing Instructions will specify the use of the penalty system under Appendix BB Rule 44. The penalty turn requires to include a tack and a gybe.
16.2 Sailing Instructions may alternatively specify that competitors may chose between the scoring penalty and a turn penalty
17 INTERNATIONAL JURY
17.1 An International Jury may be appointed in accordance with the RRS Appendix N.
17.2 Their decisions will be final and cannot be appealed, as specified in RRS 70.5.
18 SUPPORT BOATS
18.1 Support boats shall clearly display their national 3 letter country code in black on a white background, either on a flag of a minimum of 50cm x 40cm in size or on the cover of their outboard engine.
19 STORAGE OF EQUIPMENT
19.1 On completion of registration and continuing until the
end of the regatta, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places in the provided storage area. Removal of any equipment from the
regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
20 MEDALS AND PRIZES
20.1 Medals or trophies shall be awarded to the first three competitors in each Class / Division depending on entry numbers. Categories to be awarded in each properly constituted division may be posted on the official notice board after the close of registration.

21 DISCLAIMER OF LIABILITY
21.1 Competitors take part in all races at their own risk. Markenberatung Brand Guides GmbH & Co.KG, Local Organizer, IKA, ISAF or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
21.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.
22 INSURANCE
22.1 Competitors shall possess valid third party liability insurance with a minimum cover of 1 million Euro.
22.2 Coach and support boat drivers shall also have a valid third party liability insurance with a minimum cover of 5 million Euro.
23 TELEVISION AND MEDIA
23.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.
24 OFFICIAL CEREMONIES
24.1 Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory.
24.2 The organiser reserves the right to refuse entry to those
whose standard of attire is not commensurate with the occasion.
25 DRUG TESTING
25.1 Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.
